The Dwarven Flotilla is home to the majority of the Dwarves who reside in Lune. The Flotilla itself is a mixture of barges, boat-homes, and floating and/or rope bridges connecting the various homes and common spaces into a makeshift barge-city. Roughly half of Cluster is composed of the Flotilla, as the Dwarves have been settled in this area for generations. The east-most barges are moored to East Fork at the base of the Old Bridge. During low tide, this part of the Flotilla sits on dry land. The Flotilla is home to the middle-to-upper echelon of Dwarven families, with the homes closer to Lune Island being more wealthy, and those closer to The Pits, being of a lower economic status.
Directly west of The Flotilla are a series of houseboats and homes on stilts, tied to the houseboats. These homes sit on the east-most edge of Ritten Reef, and are populated by the working force of Cluster residents. Many who make their homes here work as longshoremen or fishermen, as Ritten Reef provides a bountiful harvest of fish at all tides. Those in Reef’s Edge provide most of the city’s food for consumption, although their lack of wealth would imply otherwise. After all, no one with money wants to live next to The Pits.
Tanneries, dye houses, and lye production all mixes here to produce a stench infamous throughout Lune. Chemicals used here are periodically dumped into the sea below, leading to fish kills that amplify its reputation. Those who work in The Pits often lose their sense of smell, while those who simply live nearby tend to complain often about the smell.
Life in the Pits is cruel. Violent crime is common here, in large part because the Shields of Lune have stopped patrolling here since costs became too high. Gangs and business owners are the rule of law.
The sea breeze often drenches Homestead with the scent of The Pits. These shacks and barge-based shanty towns are home to the poorest of the city. While some who work in The Pits live in Rafters, the majority live in Homestead. This area is one of the newest divisions of Lune, having been built on old, degraded Dwarven barges that were replaced, as new ones were delivered from Gantan. Rather than sink the old barges, House Lorrenzett established Homestead for those who could not afford better housing in Cluster. While profitable for the House, Homestead is often seen as a bit of an eye sore by those living in East Fork or on Lune Island.
